PURPOSE AND DESCRIPTION OF THE SYSTEM (CIPPO LF/GR)

 

1. Purpose: The Civil Protection System for Population: Large Families and Groups (CIPPO LF/GR) is a multi-role system, designed to contribute to the survival of any large group or family in the event of natural disasters, technological accidents or other needs occurring in peace periods. Due to its versatility its use is further adapted so as to be suitable for every individual. It can also be used in wartime periods, while observing the more specific regulations of the Authorities. Its International and English name is Civil Protection System for Population: Large Families & Groups and its abbreviation CIPPO LF / GR.

2. It is a specialized application on the Hellenic Civil Protection Plan "Xenocratis", i.e. of Art.3 para. 10 and art. 4 Phase 4 of the Ministerial Decision 1299/2003, concerning the preparation and assistance of the population by the competent bodies.

3. Our country  [Greece – Hellas] has already suffered a number of natural disasters (fires, earthquakes, floods, snowfalls, technological accidents, etc.) and the population that suffered the consequences generally admitted that it was not ready or unprepared for such incidents. Furthermore, it is not always easy for the Authorities which implement the Civil Protection plans to protect the general population at the time of the crisis,  to adjust their benefits and the quantities of survival materials to families or groups of persons including sick people, the elderly,  infants or large families and need special handling.

4. The System is addressed to:

5. take special care for the management of large families or groups in the design and implementation of Civil Protection and the education and training of the population.

6. Define a nationally certified Emergency Backpack  for large families, but also proportionally for the rest of the population, to be included in the wider Civil Protection Planning.

7. The quantities of this System were calculated for a family of 8 persons or another equivalent group, where its composition may differ (e.g. two parents, five children and one elderly) for living in survival spaces or in an urban environment, or in a mild natural environment.

8. These specifications are not a complete Survival Guide, nor are they superseded by the directives of Civil Protection Bodies. There are special guides and, on a case-by-case basis, instructions that each family and every citizen should consult from valid government and non-websites, printed or extraordinary announcements.

9. The Emergency Backpack A is intended for every family and for all cases of immediate escape from home (e.g. in case of earthquakes, fire, floods, etc.) and aims to survive for at least 24 hours with little to non-existent assistance of the Rescue Authority. It includes all the necessary materials up to emergency shelter. The quantities of secondary materials are not all equal in the Emergency Backpack A for eight (8) people due to space restrictions and total weight of the load, so they are used in rotation without any particular problems. It has a total weight of approximately 12 Kg due to the increased number of people it covers. It is increased or reduced depending on the family members.

10. Emergency Backpacks B and C complete the Emergency Backpack A and are for inaccessible areas, where help from the Saving Authorities may not arrive soon. They are intended for at least 3 days of living with little Rescue Authority assistance in water, food, and doctors.

11. The Emergency Backpack A is an elementary household of 8 people. Every family can tailor some according to their needs. Specific materials of Emergency Backpack A are repeated in other Emergency Backpacks (B and C), either because they have to be in sufficient quantities or if one Emergency Backpack is lost not to deprive the family of some basic materials.

12. The materials of each Emergency Backpack are contained within it in a grouped modular system (MODULE) in independent light pouches (pouch or shoulder bag), so that it is easy to search for and use them in the time of need without having to force someone to empty the whole bag to find something at the end of it. Also, if someone needs to distance with the content of one material group (eg pharmacy for treatment of an injured) he can separately take the light backpack which contains only the medicine. There are self-adhesive labels indicating to which Emergency Backpack they belong and are packed as far as possible into transparent or translucent nylon bags.

13. The above system helps to reduce the weight of the backpack carried by each person, because after the immediate escape of the family / group from the outbreak, some detachable Module pouches can be detached from the Emergency Backpack interior and delivered to other people of the group (e.g. Pharmacy, water bottles, etc.).

14. Some materials are multi-purpose so that some materials can be used for different tasks, depending on the needs and inventiveness of each. They can also serve, outside the groups of eight (8), as rescue materials for other people at risk, but have not been provided with adequate supplies.

15. The Emergency Backpack A also contains a life jacket of approximately 15kg to float on the water if the population is to remain in water due to flooding or a fire in a seaside area. It also contains a small sea bed as a cruise aid for people (e.g. children, elderly people) who are unable to remain alone in the water.

16. The Emergency Backpack B (food) has the basic items and is further developed by each family, taking into account the particularities of the diet of vulnerable people (patients, pregnant, infants, allergens, elderly, etc.).

17.. WATER:

• Immediate escape with Emergency Backpack A is done with 2 750 ml water bottles and additional 2 bottles of 1500 ml in an independent pouch for immediate use, saving 4.5 liters of water.

• Also included are 2 bottles of 500 ml in each Emergency Backpack B and C, i.e. another 2 liters.

• This is because the minimum quantities of water that are internationally acceptable for the survival of 8 people for about 1 day for drinking and hygiene [8 people x 2.5 liters per person = 20 liters] cannot be transferred from a family which has to take care for small children or patients and transport emergency supplies.

• When the family arrives at the establishment, (CIPPO LF/GR) provides for the role of some members of the family to rush quickly to buy bottled water, if any, or to find drinking water, while making use of the other means of Emergency Backpacks, such as a folding water bag 15 liter, flask with built-in water purifier, paper filters, quartz water purification tablets, etc

18. All Emergency Backpacks are suitable for abandoning either the family flees walking, either with a passenger car or public use vehicles and have an external label with the family name.

19. After the first three Emergency Backpacks there are other types of Emergency Backpacks, depending on the case when required: Juveniles Backpack , Fire Safe Backpack of Executives for evacuation of public spaces, Vehicle, as well as an Emergency Vanity Case  in size slightly larger than a palm, which can be easily transported to any bag or backpack.

20. Some Emergency Backpacks also include consumable materials (food-pharmaceuticals, etc.) of the longest possible expiration. They are inspected every 1 year concerning their expiration, replaced, and then older expiration dates are consumed. An easy reminder for an inspection is a specific date, is March 1, which has been established as a World Civil Protection Day by the International Civil Defense Organization (ICDO).
